Harlan D (Daniel) - main protagonist:
Middle ranking public servant (or detective???). Loyal, 'colony minded' but old fashioned in his views around editing - he sees it as a career step that he has not been willing to take, sees the dangers of groupthink, and avoided being 'sucked in'. Has had younger members of his staff promoted over his head as the need to comply/fit in/be right gathers pace. It is happening first, and at its most extreme, in public service, so he is constantly reassured by those around him outside his career that he is in an 'extremeist bubble, and example of group think'. This is how he lives with it, but his security blanket is challenged as editing starts to spread amongst the younger and more ambitious 'networkers' in the 'real world' outside public service.
Need to express the shifting hierarchy of special interest groups here (so is he gay, outpaced by women? A woman outpaced by others? Forced to express gender neutrality? This is tricky without being sexist/homophobic/etc - so by allegory/allusion?)
How does he have a foot in each camp?
Has an emotional connection to the head of Station 19.
